I want to add scene search in a viewport, as when you can with explorer .. etc.

Sorry, that is not possible.
Best you can do is build a custom layout and embed the Scene Search view in a pane.

Can I move an added that is installed as a User, to a workgroup ?

Build a workgroup, then move the Addons from User Folder\Addons to Workgroup\Addons.
Don’t forget the Files from User Folder\Addons\InstalledAddons to Workgroup\Addons\InstalledAddons to move

The better way is a new install!
