Hi, i'm working on a little project to test some things on XSI.
This is the character :

So i'm searching to animate the cartoon hairs of the character, or/and simulate wind into. this pilot character should fly ;)
So far i've found this ( complicated ? :) ) solution :

three ( or more ) rigid body objects ( boxes ) are linked with rigid constraint ball and socket and a spline with point cluster. the point clusters are parented with the boxes individually. The final mesh is a box with one poly with an extrude along curve operator.

so question : what do you mean about this system ? any better idea ? thx !

several ways you can archive this effect.

1) spring operator and will use kinda dynamics.
2) Manual animation with loop and use the mixer to control it.
3) use curves deformers
4) Sin or Cos Functions (not pretty sure how to set up this expressions in XSI yet)

There's a great spring rig on XSI-blog that is easy to set up(I ain't kidding), and has built in wind controller.

look into it.
