During a discussion on the XSI list about finding Hair operators, it was asked whether class IDs could be relied on to stay the same.
I think it is pretty safe to assume they will never change. We certainly do not plan to change them.
For example, the class ID for the Hair operator is the same as when it was defined seven years. I went back through the revision history of the spdl file to verify this.
If you are worried about the class IDs possibly changing, then you at least use constants for them, eg:
var sHairGenOpID = "{4BD7A7FF-40C3-4C0A-8990-6F8E3CB5BC90}"
// Steve Blair
// Team Lead, Customer Support
// Softimage XSI
